1. 中化建國(guó)際招標(biāo)有限責(zé)任公司（以下稱為“招標(biāo)代理機(jī)構(gòu)”）受中海石油（中國(guó)）有限公司（以下稱為“招標(biāo)人”）委托，就陵水17-2氣田開發(fā)工程項(xiàng)目所需部分貨物及相關(guān)服務(wù)進(jìn)行國(guó)際公開招標(biāo)?，F(xiàn)邀請(qǐng)投標(biāo)人對(duì)下列貨物和服務(wù)提交密封投標(biāo)：

CNCCC International Tendering Co., Ltd. (hereinafter referred to as “the Tendering Agent”), entrusted by CNOOC China Ltd. (hereinafter referred to as “Tenderee” ), intends to purchase the Goods and the relevant services required under the project of LS17-2 GAS  FIELD DEVELOPMENT by International Competitive Bidding. The Bidders are kindly requested to provide the following Goods and services with sealed bids.

2. 對(duì)投標(biāo)人的資格和業(yè)績(jī)要求：

（1）資格要求

Requirements for Qulification of Bidder

A．貨物的制造商應(yīng)通過(guò)ISO9001質(zhì)量體系認(rèn)證，投標(biāo)人應(yīng)提供制造商有效的質(zhì)量體系認(rèn)證證書；

The manufacturer of the Bid Goods shall pass ISO9001 Certification, and the Bidder shall provide manufacturer's valid Certificate of Quality Management System Certification.

B．如果投標(biāo)人為代理商，投標(biāo)人應(yīng)得到所投貨物制造商同意其為本次投標(biāo)提供該貨物的合法正式授權(quán)書。

If the bidder is an agent, the Bidder shall be duly authorized by the goods’ Manufacturer to supply the goods in this bid.

（2）資質(zhì)要求及證明文件

Requirements of Certificate of Bidder

The pumps located in topside (with a Tag No. of “TS”) and LQ (with a Tag No. of “LQ”) can run in the offshore Floating Oil/Gas Production Unit, and shall obtain certification issued by the authoritative classification society approved by China Offshore Oil Operation Safety Office of State Administration of Work Safety (one?of?ABS/DNV/Lloyd’s/BV/CCS).

安裝在上部組塊（設(shè)備位號(hào)帶TS）及生活樓（設(shè)備位號(hào)帶LQ）上的泵應(yīng)能在海上浮式油氣生產(chǎn)設(shè)施上使用，且應(yīng)獲得國(guó)家安全生產(chǎn)監(jiān)督管理總局海洋石油作業(yè)安全辦公室認(rèn)可的船級(jí)社（ABS/DNV/Lloyd’s/BV/CCS之一）的證書。

The pumps located in Hull (with a Tag No. of “HULL”) can run in the offshore Floating Oil/Gas Production Unit, The Bidder shall promise that the pumps shall be ABS or?CCS class certified and obtain ABS?or?CCS certification of marine product.

安裝在船體（設(shè)備位號(hào)帶HULL）上的泵應(yīng)能在海上浮式油氣生產(chǎn)設(shè)施上使用，投標(biāo)人應(yīng)承諾獲得ABS或CCS認(rèn)證，并取得ABS或CCS船用產(chǎn)品證書。

（3）業(yè)績(jī)要求

In recent 10 years (since Jan. 1st, 2008 to the deadline of bids submission stipulated), the horizontall centrifugal pump (capacity≥1750 m3/h，and different head≥400 kPa) selected by the Bidder shall have track records of at least 2 sets applied to the offshore Floating Oil/Gas Production Unit (the signing date of contract is regarded as reference time). The vertical barrel centrifugal pump and vertical in-line overhung centrifugal pump selected by the Bidder shall have track records of at least 2 sets applied to the offshore Floating Oil/Gas Production Unit (the signing date of contract is regarded as reference time). The Bidder shall submit valid track records and relevant documentary evidence (1.relevant chapters copies of contract and 2. commissioning report on user site or certificates of user application or certificates of user acceptance or certification of marine product).

近10年(2008年1月1日至截標(biāo)日)，投標(biāo)人提供的臥式離心泵產(chǎn)品（泵排量≥1750m3/h，同時(shí)壓頭≥400 kPa）至少擁有2套在海上浮式油氣生產(chǎn)設(shè)施上的應(yīng)用業(yè)績(jī)（合同簽署時(shí)間為業(yè)績(jī)時(shí)間），立式筒袋離心泵和立式管道懸臂離心泵分別至少擁有2套在海上浮式油氣生產(chǎn)設(shè)施上的應(yīng)用業(yè)績(jī)（合同簽署時(shí)間為業(yè)績(jī)時(shí)間）。投標(biāo)人須提交有效的業(yè)績(jī)表和相關(guān)證明文件（第1.合同復(fù)印件相關(guān)章節(jié)和第2.用戶現(xiàn)場(chǎng)調(diào)試報(bào)告或用戶使用證明或用戶驗(yàn)收證明）。

The documentary evidence shall contain but not limited to: the date of contract signing, equipment name, quantity, type of Floating oil&gas production facility, pump capacity, discharge pressure, certificates of user acceptance or certificates of user application or commissioning report (including the commissioning content and signing page) or certification of marine product. Absence of the track records evidence documents or the failure to verify above foregoing information, which shall be counted as an invalid performance.

業(yè)績(jī)證明文件必須至少體現(xiàn)以下內(nèi)容：合同的簽署時(shí)間、貨物名稱、供貨數(shù)量、設(shè)備所屬浮式油氣生產(chǎn)裝置類型、泵排量、出口壓力、用戶接收證明或用戶使用證明或調(diào)試報(bào)告（包括調(diào)試內(nèi)容和簽署頁(yè)）。未提交業(yè)績(jī)證明文件，或所提供的業(yè)績(jī)證明文件無(wú)法驗(yàn)證前述信息，均視為無(wú)效業(yè)績(jī)。

The Bidder should promise the centrifugal pumps are produced in its own brand manufactory. And overseas bidder promise to provide certificate of origin. The purchaser does not accept the OEM product.

投標(biāo)人承諾應(yīng)在泵的品牌制造廠生產(chǎn)，并承諾（境外投標(biāo)人）提供原產(chǎn)地證明。買方不接受貼牌產(chǎn)品。

3. 有興趣的投標(biāo)人可通過(guò)以下方式獲取招標(biāo)文件：從2019年4月8日開始至2019年4月15日止，請(qǐng)登錄中國(guó)海洋石油總公司采辦業(yè)務(wù)管理與交易系統(tǒng)（https://buy.cnooc.com.cn）的招標(biāo)公告頁(yè)面進(jìn)行購(gòu)買。首次登錄必須先進(jìn)行注冊(cè)（免費(fèi)），注冊(cè)成功后，方可購(gòu)買招標(biāo)文件。購(gòu)買過(guò)程必須全程在線操作，線下形式的匯款將不予接受。標(biāo)書費(fèi)支付成功后，投標(biāo)人可自行下載招標(biāo)文件。招標(biāo)文件每套售價(jià)為2000元人民幣或350美元，售后不退。如未在系統(tǒng)中購(gòu)買招標(biāo)文件，不可參加投標(biāo)。

The interested Bidders may obtain the bidding document by following method: Please login at CNOOC Procurement Operation System (https://buy.cnooc.com.cn) on the page of Invitation for bid for purchasing Bidding document from April?8,2019 to April?15,2019. For the first time of login, a registration (free of charge) is needed and only after successful registration, Bidder can purchase Bidding documents online. The whole purchasing process must be operated online and offline payment will not be accepted. After successful payment of RMB 2000.00 or USD 350.00 for each copy of Bidding documents which is non-refundable, Bidder may download the Bidding documents. Bidder fails to purchase Bidding documents online is not eligible to bid.

4. 投標(biāo)文件遞交截止時(shí)間和地點(diǎn)：所有投標(biāo)文件都應(yīng)附有按規(guī)定提交的投標(biāo)保證金，并于2019年4月30日上午9:30（北京時(shí)間）前遞交至北京市東城區(qū)東直門外小街6號(hào)海油大廈4樓會(huì)議室。在此時(shí)間后收到的投標(biāo)文件恕不接受。

The deadline and place for submission of bid: All bids must be accompanied by a bid security as specified and must be delivered to 4th floor meeting room, CNOOC Tower, No. 6 Dongzhimenwaixiaojie, Dongcheng District, Beijing100027, P. R. China at or before9:30 am (Beijing Time) on April?30,2019. Any bid beyond the required time and date shall be subject for rejection.
