1.       中化建國際招標(biāo)有限責(zé)任公司（以下簡稱“招標(biāo)機(jī)構(gòu)”）受中海油能源發(fā)展股份有限公司委托，邀請投標(biāo)人對下列貨物和服務(wù)提交密封投標(biāo)：

項(xiàng)目概況：陸豐12-3油田FPSO項(xiàng)目需配備一套潛液泵系統(tǒng)，用于FPSO原油外輸、輔助原油生產(chǎn)、FPSO裝配載、為原油主機(jī)提供燃料，采購內(nèi)容主要包括21臺液壓潛液泵、2組液壓動力單元、1套電控系統(tǒng)及潛液泵系統(tǒng)附件等。

Project Summary：The LUFENG12-3 OILFIELD FPSO PROJECT HYDRAULIC SUBMERGE PUMP AND HYDRAULIC POWER UNIT used to transport crude oil，F(xiàn)PSO loading, providing fuel for crude oil engine,etc, which mainly includes ：21 hydraulic submerge pumps,2 hydraulic power unit and 1 control system。

中華人民共和國關(guān)境內(nèi)提供的貨物：招標(biāo)人指定地點(diǎn)（候選地點(diǎn)：大連、青島、煙臺、上?；蚰贤ǎ?。

FPSO船體的施工現(xiàn)場確定后，公司將書面通知投標(biāo)人。

Place of delivery：

For goods offered from outside PRC customs territory:CIF main Port of China，such as Dalian, Qingdao, Yantai, Shanghai and Nantong.

For goods offered from within PRC customs territory:Arrive at the place designated by the bid inviting party (candidate place: Dalian, Qingdao, Yantai, Shanghai and Nantong) .

After the construction site of the FPSO HULL is /confirm/ied, Company will inform the Bidder in writing.

交貨期：

中華人民共和國關(guān)境外提供的貨物：供應(yīng)商應(yīng)在中標(biāo)通知書發(fā)出后43周內(nèi)從所在地主要港口裝運(yùn)貨物。

中華人民共和國關(guān)境內(nèi)提供的貨物：在中標(biāo)通知書發(fā)出后43周內(nèi)到達(dá)招標(biāo)人指定地點(diǎn)。

Delivery schedule：

For goods offered from outside PRC customs territory:The supplier shall ship the goods from the main port within 43 weeks after the issuance of the letter of acceptance.

For goods offered from within PRC customs territory:Arrive at the place within 43 weeks after the issuance of the letter of acceptance.

Qualification requirement:

A.      關(guān)境內(nèi)投標(biāo)人應(yīng)提供有效的營業(yè)執(zhí)照、組織機(jī)構(gòu)代碼證、稅務(wù)登記證或三證合一營業(yè)執(zhí)照等。關(guān)境外投標(biāo)人應(yīng)提供有效的獨(dú)立法人證明。以證明投標(biāo)人具有獨(dú)立法人資格。

The bidder within the customs territory shall provide valid business license, organization code certificate, tax registration certificate or three in one business license, etc. The bidder outside the customs territory shall provide valid independent legal person certificate. To prove that the bidder has independent legal personality.

B.      代理商要求：如果投標(biāo)人所投的潛液泵系統(tǒng)設(shè)備不是投標(biāo)人自己制造的，投標(biāo)人應(yīng)得到該貨物制造商的同意以及證明其在本次投標(biāo)中唯一提供該貨物的正式授權(quán)書。

Agent requirements: If the Hydraulic Submerge Pump And Hydraulic Power Unit offered by the bidder is not made by the bidder itself , the bidder shall obtain the consent of the manufacturer of the goods and the formal authorization to prove that he is the only one to provide the goods in this bidding

C.      潛液泵系統(tǒng)設(shè)備資質(zhì)：

本次采購的潛液泵系統(tǒng)設(shè)備應(yīng)為海上移動生產(chǎn)平臺或船用型，本FPSO為ABS和CCS雙船級，供應(yīng)商應(yīng)自行安排檢驗(yàn)及相關(guān)工作，并取得型式認(rèn)可證書。

HYDRAULIC SUBMERGE PUMP AND HYDRAULIC POWER UNIT qualification:

The HYDRAULIC SUBMERGE PUMP AND HYDRAULIC POWER UNIT shall be mobile offshore production unit or marine type. The FPSO shall be of ABS and CCS double class. The SUPPLIER shall arrange inspection and relevant work by itself and obtain certificate of type Approval.

2)   業(yè)績要求：

Performance requirements:

投標(biāo)人所投標(biāo)的液壓潛液泵系統(tǒng)及其輔助設(shè)備應(yīng)為成熟產(chǎn)品。投標(biāo)人自2002年1月1日起至投標(biāo)截止日（合同簽訂日期）應(yīng)至少具有兩套成功應(yīng)用于海上項(xiàng)目（海洋石油平臺或FPSO）的類似尺寸和負(fù)荷、涵蓋全船油艙和水艙的液壓潛液泵系統(tǒng)供貨業(yè)績，且必須穩(wěn)定運(yùn)行至少兩年（“穩(wěn)定運(yùn)行”期限從調(diào)試驗(yàn)收報(bào)告簽字日期或使用方出具的運(yùn)行時(shí)間證明文件起計(jì)至投標(biāo)截止日），并提供相關(guān)業(yè)績證明。

投標(biāo)人須按規(guī)定格式提交業(yè)績表，并提交相關(guān)業(yè)績證明文件。業(yè)績證明文件包括但不限于：銷售合同復(fù)印件（含合同封面和簽字頁，供貨范圍/工作范圍描述頁，原件備查）和用戶簽字的成功運(yùn)行證明文件或用戶簽發(fā)的臨時(shí)接受證書或第三方船級社簽字的調(diào)試記錄報(bào)告。無法提供證明材料的業(yè)績?yōu)闊o效業(yè)績。

The Hydraulic Submerge Pump And Hydraulic Power Unit shall be the mature product of the supplier. The bidder shall have at least two supply performances of the hydraulic submerge pump and hydraulic power unit From January 1, 2002 to the deadline of bidding(contract signing time), which shall be applied to offshore project (offshore oil platform or FPSO)of similar size and load with full set of Goods applied in all the crude oil and water tanks. And it must operate stably for at least two years (the "stable operation" period is from the date of signing the commissioning acceptance report or the operation time certificate issued by the user to the deadline of bidding).

The supplier shall submit the performance table in the prescribed format and relevant performance supporting documents. Performance certification documents include but are not limited to: copy of sales contract (including contract cover and signature page, description page of supply scope / scope of work and technical accessories related to crude oil main engine and auxiliary equipment, main technical parameters page, etc., with the original for reference), certificate of successful operation signed by the user or temporary acceptance certificate issued by the user or commissioning record report signed by the third party classification society. Performance without supporting materials is invalid performance.

3)   質(zhì)量要求：制造商應(yīng)提供ISO9001質(zhì)量管理體系認(rèn)證證書，且證書在有效期內(nèi)。代理商投標(biāo)時(shí)應(yīng)提供所代理的產(chǎn)品制造商的ISO證書。

Manufacturer shall have the ISO9001 quality management system certification and the certificate is valid. The agent shall have the ISO certificate of the product manufacturer.

3.   有興趣的合格投標(biāo)人可通過以下方式獲取招標(biāo)文件：

有興趣的合格投標(biāo)人可通過以下方式獲取招標(biāo)文件：從2021年7月14日開始至2021年7月21日止，請登錄中國海洋石油集團(tuán)有限公司采辦業(yè)務(wù)管理與交易系統(tǒng)（https://buy.cnooc.com.cn）的招標(biāo)公告頁面進(jìn)行購買。首次登錄必須先進(jìn)行注冊（免費(fèi)），注冊成功后，方可購買招標(biāo)文件。購買過程必須全程在線操作，線下形式的匯款將不予接受。標(biāo)書費(fèi)支付成功后，投標(biāo)人可自行下載招標(biāo)文件。本招標(biāo)文件每套售價(jià)為2000元人民幣或300美元，售后不退。如未在系統(tǒng)中領(lǐng)購招標(biāo)文件，不可參加投標(biāo)。另外，本次招標(biāo)公告同時(shí)在機(jī)電產(chǎn)品招標(biāo)投標(biāo)電子交易平臺（www.chinabidding.com）上發(fā)布，投標(biāo)人還需要在機(jī)電產(chǎn)品招標(biāo)投標(biāo)電子交易平臺（http://www.chinabidding.com/）注冊成功并通過平臺審核。。

All those who are willing to participate in the bids are kindly requested to :enter into website http://buy.cnooc.com.cn to purchase the bidding documents (electronic edition) on line from July 14, 2021 to July 21, 2021 upon non-refundable payment of RMB2000 or USD300 for each copy. First login must be registered(free of charge), after successful registration, you can buy the bidding documents. The purchase process must be fully online, and offline remittance will not be accepted. After successful payment of the bid fee, the bidder can download the bidding documents by himself. The bid fee will not be refunded after successful payment. If you do not purchase the bidding documents in the system, you may not participate in the bidding. In addition, The tender notice is also issued on the Electronic transaction platform for mechanical and electrical products tendering and bidding (http://www.chinabidding.com), the bidder need to succeed in the Electronic transaction platform (http://www.chinabidding.com/) registered and through the platform review.

4.   投標(biāo)文件遞交截止時(shí)間和地點(diǎn)：投標(biāo)文件遞交截止時(shí)間和地點(diǎn)：所有投標(biāo)文件都應(yīng)附有按規(guī)定提交的投標(biāo)保證金并于2021年8月4日10:00時(shí)（北京時(shí)間）前遞交至北京市東城區(qū)東直門外小街6號海油大廈一樓大廳，在此時(shí)間后收到的投標(biāo)文件恕不接受。

Bids must be delivered to 1th Floor,CNOOC Tower, No.6 Dongzhimenwai Xiao jie , Dong cheng District, Beijing 100027, P.R.China for submission of bids before 10:00a.m.(Beijing time) on 04?August, 2021.

5.       開標(biāo)時(shí)間：定于2021年8月4日10:00時(shí)（北京時(shí)間）開標(biāo)。開標(biāo)地點(diǎn)：北京市東城區(qū)東直門外小街6號海油大廈4層第七會議室。

Bids will be opened at 10:00 a.m. (Beijing time) on 04?August,2021 at No.7 Meeting Room,4th Floor,CNOOC Tower, No.6 Dongzhimenwai Xiao jie , Dong cheng District, Beijing 100027, P.R.China forbid-opening.

6.   本次招標(biāo)公告同時(shí)在機(jī)電產(chǎn)品招標(biāo)投標(biāo)電子交易平臺（www.chinabidding.com）上發(fā)布。

The Invitation for Bids is issued on the website of www.chinabidding.com?simultaneously.

7.       投標(biāo)人在投標(biāo)前需在機(jī)電產(chǎn)品招標(biāo)投標(biāo)電子交易平臺上完成注冊。評標(biāo)結(jié)果將在機(jī)電產(chǎn)品招標(biāo)投標(biāo)電子交易平臺公示。
